On the morning of January 19, the College of Marine Science and Engineering held the 2025 Annual Democratic Meeting for Party Members and Leading Cadres at and above the Division Level. The meeting thoroughly studied and implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implemented the guiding principles of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China and focused on persistently implementing the spirit of the Central Committee's Eight-Point Decision on Improving Work Style, promoting the normalization and long-term effectiveness of conduct building. In combination with practical work, participants conducted self-examination, Party spirit analysis, and carried out criticism and self-criticism. Song Baoru, Secretary of the University Party Committee, and Yang Dagang, Director of the University Party Committee Office, attended the meeting. Wang Weiyi, Secretary of the College Party Committee, presided over the session.
At the meeting, Wang Weiyi reported on the college Party Committee's efforts to rectify problems identified in the study and education on thoroughly implementing the spirit of the Central Committee's Eight-Point Decision, as well as the progress made in rectification from the 2024 annual democratic meeting. He delivered a self-criticism report on behalf of the college leadership team and took the lead in making a personal self-criticism speech. Other members of the leadership team took turns to make self-criticism reports, conducted in-depth analyses of typical cases, and carried out criticism and self-criticism in a realistic, open, and candid manner. The criticism was forthright and incisive, yet sincere in promoting unity and mutual assistance, fully carrying forward the Party's fine work style. All team members felt they had undergone a profound political check and strict Party spirit tempering, achieving the effects of unifying thinking, boosting unity and morale, and pooling strength.
Song Baoru, Secretary of the University Party Committee, summarized and provided guidance for the democratic meeting. He pointed out that in accordance with the overall requirements of the university Party Committee, the college leadership team had conducted in-depth problem identification and root-cause analysis, and the meeting had basically achieved its intended outcomes. Over the past year, the college's overall work had made steady progress; despite certain achievements, there was still a gap between the current performance and the requirements of the university Party Committee, and greater efforts were needed to enhance the college's overall visibility in supporting the university's characteristic development. He put forward three requirements for effectively carrying out rectification and implementation:
First, continue to strengthen theoretical arming, integrate theoretical study with industrial development and discipline construction, focus on bottleneck problems restricting the college's development, regularly hold discussions and exchanges, formulate a list of objectives, and comprehensively enhance learning, decision-making,and organizational capabilities.
Second, focus on the university's distinctive characteristics and the 15th Five-Year Plan (2026–2030), adhere to serving scientific research and nurturing talents for industries, solidly advance organized teaching and research, and make great efforts to track and collect feedback from graduates, so as to better reflect the college's support and contribution to the university's high-quality development.
Third, unswervingly implement full and strict governance over the Party, use cases to explain discipline and promote rectification, consolidate and improve institutional mechanisms, prioritize ideological and political work among the "key minority" and young teachers, and promote the normalization and long-term effectiveness of the Party's conduct building, so as to provide political guarantee for translating "construction blueprints" into "realistic achievements."
Before the meeting, the college Party Committee carefully studied and formulated a work plan, extensively solicited opinions and suggestions, and carried out theoretical study through various forms. It held special seminars on the guiding principles of the Fourth Plenary Session of the 20th Central Committee of the CPC, the study and education on thoroughly implementing the spirit of the Central Committee's Eight-Point Decision, and the university's comprehensive reform of 'One School, One Policy'. Members of the leadership team held discussions one by one, laying a solid ideological foundation for holding a successful democratic meeting. In accordance with relevant requirements, leadership team members conducted heart-to-heart talks with each other, with heads of departments under their charge, and with Party member representatives of the Party branches where their organizational relations are located, exchanging ideas and views. On this basis, the college drafted the leadership team's self-criticism report, and each team member earnestly wrote their personal speech outlines.
