On the afternoon of November 12th, the College of Marine Science and Engineering held a "Monthly Lecture Hall" and a concentrated political theory learning activity for teachers and students in the lecture hall of the Research building. Li Weiyong, a member of the publicity team for the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China in Huangpu District, deputy director and associate professor of the Department of Party History and Party Building at the Huangpu District Party School, was invited to be the main speaker. All the faculty and staff of the college and the official student Party members attended. The meeting was presided over by Dong Chaoqun, the deputy secretary of the Party Committee of the college.
Professor Li Weiyong delivered a tutorial report titled "Comprehensively Exerting Efforts to Lay a Solid Foundation for Basically Realizing Socialist Modernization". The report introduces and interprets the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, systematically sorting out the major achievements made by China in economic development, scientific and technological innovation, people's livelihood and well-being, governance efficiency, green development, security guarantee, and the responsibility of a major country during the 14th Five-Year Plan period. It elaborated on the significant meaning of economic and social development during the 15th Five-Year Plan period, the judgment of the Central Committee of the Communist Party of China on the basic domestic and international situation, the guiding ideology of development, major principles and main goals. A detailed interpretation was provided of the major strategic deployments made in the draft of the "Proposal" in aspects such as building a modern industrial system, accelerating self-reliance and self-strengthening in science and technology, forming a new development pattern, deepening reform and opening up, promoting rural revitalization, facilitating coordinated regional development, flourishing socialist culture, ensuring and improving people's livelihood, promoting green transformation, safeguarding national security, and strengthening national defense and military construction. In light of the actual development of Shanghai and the comprehensive reform of education, this paper analyzes how to implement the spirit of the plenary session and deepen the comprehensive reform, emphasizing the need to give full play to the vanguard and exemplary role of Party members and make efforts in comprehensive learning and understanding as well as in-depth implementation.
Before the lecture, the college also held an appointment ceremony. Dong Chaoqun, on behalf of the college, presented Associate Professor Li Weiyong with a certificate of appointment as a "Special Expert for Theoretical Propaganda" at the Monthly lecture hall.
In his concluding remarks, Vice Secretary Dong Chaoqun pointed out that it is necessary to deeply understand the scientific connotations of the main goals for economic and social development during the 15th Five-Year Plan period and accurately grasp their core essence. We should closely integrate with the comprehensive educational reform plan of Shanghai and fully incorporate the spirit of the plenary session into the entire process of running the school and running the institution. We should actively promote the transformation of the logic of discipline development to that of industry, and enhance the capacity of education to serve high-quality development.
Li Weiyong, an associate professor at the Huangpu District Party School of Shanghai, holds a doctorate and serves as the deputy director of the Department of Party History and Party Building. He is also a member of the Huangpu District Party's publicity Team for the study of the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, Party discipline education, and the in-depth implementation of the Central Eight-point Regulation. His main research and teaching directions include Party history and Party building, the theory of socialism with Chinese characteristics, and current situation and policies.
